Cycling proficiency for bobbies on bikes

Cheshire Police have told officers issued with cycles that they can't use them on health and safety grounds and must take a cycling proficiency test before they'll be allowed back in the saddle. Why didn't they think of this before issuing them and give the officers training from the start?

Police bike ban after death

Most of Manchester's bike riding Police are out of the saddle for two months after the death of a rookie Community Support Officer in an accident. It's a shame, I've become used to having them around. And how exactly are the rookie bike cops going to get the experience they're judged to lack if they can't ride their bikes?
